Full professor at the Fluid Mechanics and Environmental Engineering Institute, School of Engineering, University of the Republic, Uruguay. Mechanical and Industrial Engineering, MSc. and PhD in Engineering, Applied Fluid Mechanics, School of Engineering, Uruguay.

Develop research, consultancy and teaching in Wind Engineering, especially in wind –structure interaction and pollutant dispersion. He was head over 50 project for public and private sector including Ministries and firms as UPM, BOTNIA and STORAE-ENSO. Designed wind tunnels in Uruguay, Spain, Brazil and Cuba. Also, was responsible of several research programs.

Works in Wind Power assessment, wind measurement and wind farm micro sitting. Head of Wind map of Uruguay and the installation of the first wind turbine in Uruguay.

He coordinated the Iberomerican Net on Wind Generation (RIGE) supported by CYTED Program from 2000 to 2004 and was head of the Latino American Wind Engineering Association from 2009 to 2018.

Developed and designed dryer systems applied to leather production, cellulosic piece and mud. In each case the fluid dynamic and thermodynamic design, and also mechanical pre design was included.

Teach and research in Turbomachinery vibration. He was consultant for the Yacyreta Hydropower plant.
